Dongle License are REQUIRED for any Core Tuning strategy. ONLY Core Tuning Packages come with strategies. Strategies can also be purchased individually. Purchasing a package deal will significantly be cheaper than buying items individually. Dongle Licenses CAN also be used with any public strategy. Public strategies are in Excel format (XLS, XLSX) or encrypted CRY file format.
